Jalan tol Tangerang-Merak dibangun secara bertahap, dimulai dari Tangerang Barat sampai dengan Merak melalui skema Build, Operate and Transfer (BOT) pada tahun 1992 sampai dengan 1996. Kegiatan Perseroan adalah sebagai pelaksana pembangunan, pengoperasian dan pemeliharaan Jalan Tol Tangerang-Merak sesuai dengan Surat Keputusan Menteri Pekerjaan Umum mewakili Pemerintah Republik Indonesia nomor 305/KPTS/M/2009 tanggal 7 April 2009 tentang Penetapan Penyesuaian Masa Konsesi dan Tarif Tol Awal pada Ruas Jalan Tol Tangerang-Merak.

Pada tanggal 29 Maret 2011, Perseroan menandatangani adendum Perjanjian Pengusahaan Jalan Tol (PPJT) sebagai perubahan dari akta PPJT pada tanggal 16 April 2009, dengan Badan Pengatur Jalan Tol (BPJT) Departemen Pekerjaan Umum yang merujuk kepada Surat Keputusan Menteri Pekerjaan Umum nomor 62/KPTS/M/2011 tanggal 11 Maret 2011 tentang Perubahan Kedua Keputusan Menteri Pekerjaan Umum Nomor 305/KPTS/M/2009 tentang Penetapan Penyesuaian Masa Konsesi dan Tarif Tol Awal pada Ruas Jalan Tol Tangerang-Merak, masa konsesi Perseroan berlaku sampai dengan tanggal 29 November 2047.

Pemegang saham mayoritas Perseroan adalah PT Astratel Nusantara, anak perusahaan PT Astra International Tbk, yang menjalankan bisnis di bidang infrastruktur, dengan kepemilikan sebesar 79,3 %.

Jalan Tol Tangerang-Merak memiliki 9 Gerbang Tol, yaitu Gerbang Tol Cikupa, Balaraja Barat, Balaraja Timur, Ciujung, Serang Timur, Serang Barat, Cilegon Timur, Cilegon Barat, dan Merak. Tersedia layanan pendukung bagi pengguna jalan tol antara lain, 4 unit ambulance, 1 unit rescue truck, 7 Unit kendaraan Patroli, 7 Truck Derek, 7 Variable Message Sign (VMS), 26 unit closed-circuit television (CCTV) yang terpasang di ruas jalan, 1.108 unit Penerangan Jalan Umum, 38 Lampu Peringatan.
